The main question of this research is whether social life in Ilam Province—located in west of Iran --based on citizen rule or based on kinship system. Previously, people in Ilam lived in tribe with rule of kinship system and hierarchy. They were settled on Ilam and they live like urbanite (city dweller). The question is if the people life system changes after they were settled completely and also whether Ilam is managed with bureaucrat system or still kinship system control life style and social relation of people. According to the results of this research, the concept of citizen have formed in Ilam as a city – tribe. Individuals belong to their tribe rather than to their city. They are supported from kinship system more than bureaucrat system. High percent of Endogamy marriage, ethnic dispersal type on the city space, ethnic election for choice the member of city council, and powerful attendance of domestic norm at marriage ceremony, interment, khun bas and levirate are signs of governability of kinship system.
