Studying the historical discourse of poverty in Iran shows that the current field of poverty studies, due to its conflation with the discourse of political economy, has been neglected the other areas, especially such as ethical and cultural context. This paper will study how the poverty converts to a social problem in Iran. Conceptual approach is post-structuralism and research methodology is genealogy. The findings show that the modern formulation of poverty has been shaped by a series of historical events such as the birth of the new language of political economy, the abundance of natural disasters and hazards, the management and knowledge of the construction and control of the poor by government. In the new history, especially since the middle of the Qajar government, new linguistic forms have been developed about the desire to generate wealth and eliminate poverty in society, which in the early Pahlavi period, with other events, manifested itself in the discourse of the new political economy. The authenticity of the new economic regime has propositions and symptoms such as the emergence of economic man, utilitarianism, the rejection of any traditional practices that are unprofitable, the accumulation of wealth, poverty alleviation, the abolition of the poor, and so on. With the birth of this new language and the rise of famine and the number of the poor in society, they are all suppressed and controlled because they are not beneficial. This is where the new problematic of poverty creation are enacted by the Law on Collecting the Poor. While the poor are mostly considered as social and moral value holders in moral Previous discourse, the new disappearances the poor. The poor communicates with others indirectly through the institutions such as poorhouses and it is impossible to consider poverty without referencing to the security, economic and health subjects.
