Generally speaking, Iranian people believe that the government should play a significant role for defining the environment as a social problem. There is no doubt the government can play a key role in the construction of environmental concerns, preserving the importance of environmental issues in the public debate and maintain a high level of awareness of environmental issues, but John Hannigan as an environmental sociologist suggests that six factors should involve to define social environmental problems: (1) the authority and credibility of scientific data, (2)environmental promoters, (3) media attention, (4) dramatizing the issue as a symbolic and visual, (5)economic incentives and (6) non- governmental organizations.
This paper applies Hanigan’s sociological approach to explain how absence of some social factors has failed to popularize the bad conditions of environment as social problems in Iran. There are various and scattered statements in different levels of formal and informal to identify adverse environmental conditions in Iran, but environmental problems have not yet become a social problem. To explain this issue, the paper benefited constructionist approach and believed that failure in the construction of environmental problems in Iran, is due to the lack of contribution of the above six mentioned factors.
